Reduce Windows 7 Boot time:
- Run msconfig.
- Navigate to the Boot Tab in the System Configuration window that appears on running msconfig.
- Click Advanced options...
- Click the check box on Number of Processors and select the number of cores your processor have.
- Click OK Then Apply.
- On rebooting you will be able to see the difference.

This is for debugging purposes and has no effect whatsoever on boot time.
Try this:
Open command prompt, type in following commands:
sc start defragsvc
rundll32.exe advapi32.dll,ProcessIdleTasks
defrag C: /b
This will invoke boot optimization and overtime Windows will learn the status of your application and boot files, thus reduce the overall read of the disk heads which will reduce boot time.
Using some software boot time can be reduced by optimizing windows.i think(tune up utilities?)Windows 8 boots much faster than 7.
